One head of state has never had a majority support or a majority government.
Should these 33 men (overwhelmingly) have the right to change you health standards, food inspection, health and safety rules and dictate about the future of your air, water and energy supplies? Probably not…
Should they be able to do it by executive order rather than facing debate and seeking approval in their respective legislatures? No way!
