RE: Triennial Regional Convention May 23 - 25, 2008
Here is the information related to the upcoming Triennial Convention for the NCR.
The 4th Triennial Convention of the NCR of the Public Service Alliance of Canada will be held at La Maison du Citoyen, 25 Laurier Street, Gatineau, from May 23th to May 25th, 2008.
Representation and Voting at the Triennial Convention
The By-laws of the NCR determines who can be a delegate at PSAC Conventions:
1 delegate from each local (President or official designate);

Sub section 1.1 a) vi: one representative from each of the following groups to be selected by that constituency: Ottawa Regional Women’s Committee, le Comité régional des femmes de l’Outaouais, MDAC, RVAC, Pride, AAC and the Men’s Action Committee. As other equality groups, as recognized by the PSAC, are established, they too may send a representative;

Sub section 5 b) : allow all NCR National Officers to register as voting delegates;
Section 7
Sub section 1.1 b) : Components without NCR Component Regional Officers may appoint a representative to the PSAC NCR Council providing that the appointee:
- resides or works in the National Capital Region; and
- holds elected office in an NCR Local or NCR Branch or is an alternate to a Component Regional Officer.

Sub section 1.1 a): members of the NCR Council Executive.
Each delegate, alternate, observer, and guest must complete the credential forms that are enclosed. All completed credential forms for delegates and alternates must be signed by the President and another officer of the Local/Branch or the President and Secretary of the Directly Chartered Locals or the President and Secretary of the Area Council concerned or the Chair of the Equity Committee or the Chair of the Women’s Committee.
The credentials must be received in the Regional Executive Vice Presidents office no later than May 5th, 2008 at 10:00 a.m.

There is no registration fee.

Resolutions
Resolutions to the Regional Convention can be submitted by the Regional Council, Locals, Branches, Regional Women’s committees, Area Councils, Equity Committees and recognized PSAC regional committees. All resolutions are to be received by the Office of the PSAC NCR REVP no later than April 14th, 2008 at 10:00 a.m.
In advance of Convention, committees will consider and make recommendations on all resolutions, as well as on other business that is to come before convention. Committee reports will be posted on the web site as soon as they are available.
Expenses
As per resolution passed in 2006 at the PSAC Convention, only partial costs related to the Triennial Convention will be paid by the PSAC- NCR; leave without pay and meals will be the responsibility of the PSAC-NCR. Mileage for delegates travelling more than 40 km one way will be reimbursed per PSAC mileage rates. A subsidy is available for local travel expenes for delegates that are not otherwise eligible for travel subsidy from their local, or from their component or from their committee.
Family Care
Delegates will be reimburse for family care with the separate family care subsidy that is available in accordance with the PSAC Family Care Policy. Receipts are required
Hotel Accommodations
A block of hotel rooms has been reserved for our Convention requirements at the Four Points by Sheraton and at the Holiday Inn Hotel in Gatineau. Hotel accommodations will be provided for delegates who reside 40 km or further (one way). Hotel accommodations for delegates with disabilities are also available, based on needs.
Language
The business of the convention will be conducted in English and French with simultaneous translation. Sign language interpretation, alternate formats and other accommodation will be provided based on needs identified on the Special Needs Request Form. Please ensure your needs are clearly identified in advance otherwise we may not be able to provide adequate accommodation.

Documents
Details of the Triennial Convention agenda, rules of order and other documents will be distributed electronically to registered delegates and observers. Paper copies will also be available at the convention.
Guests and Observers
Guests and Observers at convention must register as the numbers may be limited depending on available space. PSAC-NCR will not assume any extra cost.
Non-smoking and Scent-Free
As per PSAC policies, all convention meeting rooms and other facilities will be non-smoking and scent-free. Delegates, Observers and Guests are asked to abide by these policies.
Elections
A call for nomination for the office of the Regional Executive Vice-Presedent (REVP) and Alternate REVP, will be sent under separate cover.
