THE STEPS TO UNIONIZING

A majority of workers have to sign their membership cards before the PSAC can apply to represent you.
The Ontario Labour Relations Act, 1995 states that there must be at least 40 % of the workers who sign their union cards before a votet c an be held. Once the union decides they have met this requirement, they can apply for certification with the Ontario Labour Relations Board (OLRB).

If the OLRB rules that enough workers have signed their cards, a vote is ordered to be held within 5 days after the application for certification was made by the PSAC.
A representation vote is held at the workplace.
There must be a 50% + 1 majority who sign in favour of joining the union.
  The OLRB counts the ballots.
The OLRB announces the results of the vote and whether or not union certification is obtained.

If the workers become certified by the OLRB, the PSAC immediately serves notice to bargain to the employer to get negotiations started as quickly as possible.
