The General Meeting of the NCR Council will be held in the J.K. Wyllie boardroom Saturday September 15, 2007 from 8:30 a.m. to 5:00 p.m. (233 Gilmour). For more information and registration forms.

Ontario - Referendum on Electoral Reform: One Chance on October 10, 2007

Voters in Ontario have an historic chance on October 10, 2007 to achieve, by referendum, a modern voting system for Ontario. The Mixed Member Proportional (MMP) system offers more voter choice, fairer election outcomes, better representation, and more politician and party accountability. In other countries it is a strong tool promoting the election of more women and minority candidates.

VOTE for MMP is multi-partisan campaign to make this important reform happen. It welcomes people from all backgrounds and every political party. PSAC strongly supports their work.

Federations of Labour Conventions - 2007

Sadly, both the Ontario Federation of Labour (OFL) and the Québec Federation of Labour (QFL - FLQ) will be holding their conventions the same week this year:
OFL: Toronto, November 26 to 30, 2007
FTQ: Québec, November 26 to 30, 2007
Locals need to be affiliated with their respective federations in advance of these conventions. It is not too late to do so. You should be watching the mail as the convention calls will be released later this month. So that we can coordinate PSAC participation at these convention, I would ask locals to let Stephanie Penwarden penwars@psac.com know if they intend to participate.

CFIA members ratify agreement

PSAC members with the Canadian Food Inspection Agency have ratified their tentative agreement. Arrangements will now be made to sign the new collective agreement which expires on December 31, 2007. Preparation for the next round of bargaining will begin soon. Discussions are underway to begin negotiations with the employer early in the fall. Posted August 3, 2007

Federal Board Finds Bank of Canada Guilty of Bargaining in Bad Faith

OTTAWA – In a victory for the 33 security guards attempting to secure a first collective agreement with the Bank of Canada, the Canada Industrial Relations Board (CIRB) has ruled that the Bank has violated its obligation to bargain in good faith. Elections for NAIM Circle Alternates

Elections will be held in February 2007 by postal ballot.

We encourage you to personally inform members of your local who are Aboriginal, Inuit or Métis in order to ensure they are made aware of these By-Elections. Bulletin boards may not always be accessible and additional outreach is very important.

Please note that although only the NCR delegates to the 2005 PSAC National Unity Conference have the right to vote in these elections, nominations for the mentioned positions will be accepted from any PSAC NCR member in good standing who self-identifies as Aboriginal, Inuit or Métis. Alliance Ski Club

For many years now the Alliance Ski Club has been working with Ski Vorlage to offer ski lesson packages at preferred rates. This year the ever popular adult ski or snowboard lesson packages are available for $109.00, all taxes included. This is $20.00 less than last year’s rate. This price includes 8 weeks of 1 ½ hour ski lessons as well as lift tickets from 4:00 pm to 10:00 pm any night between Tuesday and Friday. As an additional bonus there is also a FREE day lift ticket included in the package and good for anytime during the season. Other packages are also available. The easiest way to register is to call Vorlage at (819) 459-2301 ext 210 and mention that you are a member of the Alliance Ski Club.

The Alliance Ski Club is open to friends and family of Alliance Staff and Elected Officers including those in Components. The Club charges no annual fees but tries to act as a clearinghouse for information related to skiing and boarding. In the past, members have organized excursions to Mont. Tremblant and Mont. Ste. Marie.

The Ottawa Regional Women's Committee Ottawa-RWC had some very special guests at their meeting October 26 octobre 2006. The evening was organized by the RWC-Ottawa as a special get-together to welcome the Romero family, the second Colombian family sponsored by the Ottawa-Colombia Sisters in Solidarity a group initiated by the Ottawa-RWC in 2002.

Notice of Vancancy: Alternate REVP NCR

As a result of a vacancy, the National President is obligated to proceed with the election of Alternate Regional Vice-President, NCR.

The following election procedures will be followed:
- Nominations shall be called by the Alliance Executive Committee from amongst the membership within the National Capital Region who is in good standing.
- Nominations will be sent to the office of the National President of the PSAC no later than November 27, 2006 (nomination form).
- The AEC shall determine that nominees are members in good standing, and prepared to stand for office, and are prepared to reside in the NCR area if called to take the position of REVP.
- While all NCR members in good standing can run for the position of Alternate REVP NCR only members who were delegates to the 2005 NCR Convention who remain in good standing can sign a nomination form (list of delegates).
- Should an election be required, the AEC shall issue a ballot by mail to all NCR Convention delegates to the 2005 NCR Convention who are still members in good standing.
- Nominees for the position of Alternate REVP NCR shall be provided with a list of eligible voting delegates. Labels will be provided upon request.
- Regulation 21 of the PSAC Constitution shall apply. Nominees will have a spending limit of $3,600, and will be required to provide an expense report to the National President of the PSAC.
- Nominations shall be entitled to submit a one-page biography for inclusion in the voting kit. Please note that candidates' biographies will be reproduced exactly as received. The PSAC will not correct, edit or translate biographies. Posted October 27, 2006.

Anti-Scab Legislation - VICTORY

October 25th, more than 30 PSAC members were at the House of Commons with many other union brothers and sisters from other unions to watch the MPs vote on the Anti-scab Legislation. This is not the end of this battle for the vote was only on second reading but with this victory we now know that we can win. It is the 10 th time that an anti-scab bill is presented and it is the first time that it passes the second reading. The last time we lost by only 8 votes but this time we won by 66 votes!!! PSAC asking for proposed bargaining demands for Treasury Board and Parks Canada units

The PSAC has advised its Components with members in Treasury Board bargaining units and/or in the Parks Canada unit that November 30, 2006 is the deadline for providing proposals for bargaining demands for the next round of negotiations. The union has also mailed a copy of a new Program of Demands document to each Local/Branch President in these bargaining units. The document has been developed to facilitate the work of the Locals/Branches. It includes a general list of wage and non-wage bargaining demands for consideration. More...

PSAC'S Ottawa Area Council endorses Alex Munter in Ottawa's mayoral race

The Ottawa Area Council selected Munter as the best candidate for PSAC members living in Ottawa after a thourough process. Mayoralty candidates were asked to submit their position on issues of concern to PSAC members residing in Ottawa to the OAC, including the city budget, waste management, the municipal assessment system, public-private partnerships (P3s) and affordable housing. Unveiling of the Bélanger-Thériault Monument

On September 7, 2006, Henri Massé, president of the Fédération des travailleurs et travailleuses du Québec (FTQ), unveiled a monument evoking the memory of two workers gunned down in October 1906 by detectives hired by the Maclaren company. 40th Anniversary Commemoration Ceremony for the Heron Road Bridge Disaster

The collapse of the Heron Road Bridge remains the single largest construction workplace disaster in Ontario and is one of the biggest in North America. Due to that fateful afternoon, nine workers were killed, more than sixty were injured, and numerous other lives were altered forever.

Third international "Workers Out" conference for lesbian, gay, bisexual and transgender (LGBT) trade unionists and allies

The CLC and PSAC will be sponsors of the event and a decision has been made by the AEC to allocate one fully subsidized delegate spot per PSAC region. It will be held in Montréal from July 26 to 29, 2006.

Tentative agreement reached at Museum of Science and Technology

The PSAC and Museum Corporation reached a settlement on November 10. The tentative agreement is a four-and-a-half year deal, retroactive to April 1, 2004, and the centrepiece of the settlement is the new Job Evaluation Plan (JEP).

On November 28 the union will meet members at the museum to explain and answer questions on the JEP, including how it works, where individuals are located in the plan and the appeals process. A separate process for ratification of the tentative agreement is set for December 12.

A tool for the City of Gatineau election

The Réseau Vigilance Outaouais, in collaboration with the Comité régional d'action politique de l'Outauais (CRAPO) and many union and social partners in the region have produced an information leaflet to be used during the Gatineau municipal election.

This tool, Élections municipales 2005, contains some questions that you could ask your candidate on union rights, environment, social housing and community development. It will help you evaluate their answers.
